Best time to visit is always weekdays. Because there are so many locals and foreigners comes on weekends. You will be stressed when taking photos that you want. As a tropical country, Singapores’ day time temperature is too high for some days. And lots of humidity. So I personally recommend you to go Gardens by the Bay on weekday early morning or evenings.
